The measure was announced in October 2024 and was made official by the Government through a decree in the Official Gazette.
Through Decree 60/2025, published in the Official Gazette, the Government of Javier Milei began the process of “total privatization” of the company Belgrano Cargas y Logística S.A., which operates the cargo branches of Belgrano, San Martín and Urquiza, and thus advances with what was announced in October 2024.

Article 1 of the document states that “the procedure for the total privatization of Belgrano Cargas y Logística Sociedad Anónima through the vertical disintegration and separation of the activities and assets of each business unit is authorized, under the modality of public auction for the sale of rolling stock, and through the celebration of public works concession contracts for the roads and their surrounding properties.”
In this way, the norm indicates the separation of the business units, so a different mechanism will be applied for the transfer to the private sector. Meanwhile, the rolling stock will be auctioned in a public auction, and the funds obtained will be allocated to a trust to finance railway works.
Meanwhile, the tracks and the surrounding properties will be granted in public works concession, through a national and international bidding process. On the other hand, the railway workshops will be granted through a bidding process, to guarantee their operational continuity under private management.
At the end of this process, the company Belgrano Cargas y Logística S.A. will be dissolved and liquidated, to end its state administration. The execution will be in charge of the Ministry of Economy, with the support of the Agency for the Transformation of Public Companies, in charge of carrying out the privatization.
