On the radio program, Nicolás Fusca, Deputy Chief of the Cabinet of La Matanza, discussed the ‘Accediendo a Derechos’ (Accessing Rights) program, which offers support to local residents.

At the beginning of the interview on No Te Duermas, Nicolás Fusca explained the purpose of these types of initiatives: “These are operations we’ve been carrying out for a couple of years now, but in this last period, we’ve deepened them, and we’ve doubled the opportunity to reach our neighborhoods and our neighbors.”

“The program called ‘Accediendo a Derechos’ aims to bring to the neighbors the possibility and opportunity to manage all the programs made available by our Ministry of Social Development,” he added.

He then mentioned that, “From the Ministry of Health, we also focus on completing the vaccination schedule, including COVID vaccinations and providing guidance on the operation and plan being carried out by the Buenos Aires Province for dengue vaccination.”

Working with ANSES

Continuing, the Deputy Chief of the Cabinet elaborated: “Together with ANSES offices, which we’ve been coordinating with, the idea is to bring the ability to manage paperwork closer to the neighborhoods. Last week, a Buenos Aires senator presented a report about the complexities related to access for the Universal Pregnancy Allowance application. What we do is bring the possibility for the neighbors to process that paperwork.”

“It’s a personal and individual procedure that the national government guarantees so that people can complete it in ANSES offices. In the context of the crisis we’re facing, which affects all of us, our families and neighbors often cannot leave their neighborhoods or homes, even when they live nearby,” he continued.

He emphasized that, “This is one of the primary impacts, which is why we aim to bring the municipal government’s management along with a variety of opportunities and rights that are available to the population.”

“The offices are still open, though with reduced staff, limited hours, and less flexibility, but they are still operating,” he indicated.

The Complexity of the Process

At the end of the interview, Fusca discussed the procedure itself: “The process of submitting all the documentation is handled by the national government through the ANSES website. Each citizen must log in with their personal details and social security access key, which is why it’s an individual process. In many cases, people don’t know what documentation is required, and if the paperwork isn’t complete, they won’t receive the benefit.”

“So, what we do is provide advice and support, especially for women who, with the pregnancy certificate signed by their obstetrician, need help submitting their paperwork. In that case, we ensure that the benefit will be granted in a short period,” he explained.

He also mentioned that, “A misleading piece of information circulating in the media claimed that the allowance was $900,000, but that’s not true. The amount is $80,000 per month, which the woman receives starting from the third month of pregnancy,” and clarified that “it’s not just anyone who can submit the paperwork; without the medical certificates, the process cannot continue.”

“In a world that is highly digitized, not everyone has access to or knows how to complete these procedures, which is why we aim to bring these processes closer to the most vulnerable neighborhoods,” he concluded.
