At the beginning of the note, Silvia Caprino told how she decided to run for office again: “Three councilors from the Cambiemos La Matanza block approached me and proposed that I continue and I accepted the proposal. I am very grateful because they consider that my management is good and that I can continue so that was why.”

“Balestrini created the Ombudsman and in 2004 we started. I think we are in a rather complex moment where it is difficult to make relationships with different state organizations. Every time there is a change of government, that happens because the officials change and at this time, more than ever, many relationships are needed,” she added.

She then added that “the Ombudsman’s Office works on exchanging relationships and managing, not only bureaucratically through files, but through personal relationships” and that “that is why every time a problem needs to be resolved, we have a huge agenda of contacts with whom we can talk to try to help people.”

The work they carried out

Regarding the way of working in management, the interviewee explained: “We have three areas in the Ombudsman’s Office. One is the legal area, another is the area that is linked to public services and municipal issues and the third is the one related to social issues and health.”

“These areas are permanently in operation and we also have several programs that we carry out to spread rights, such as the ‘child defender’ that we do in schools. We also work with all the institutions in the community, such as neighborhood clubs, retirement centers, NGOs, civil associations,” he added.

He also said that “we moved the operation of the ombudsman’s office there and we are going to work with all the neighbors that the institution calls upon” and that “another thing that we were doing this year is a documentation plan for children who had not renewed their ID, who still had their child’s photo, together with RENAPER and the Ombudsman’s Office of the Nation.”

“We worked in 32 schools and made almost 8,000 documents for free. Because that is the problem that these children have, their parents did not go to renew their document because they do not have the money to do so and it gets worse because, by not doing it on time, the management of these documents has fines. We did that until last month when we finished and we are preparing a report with the national side with all the work that was done,” she said.

Other programs that they develop

In addition, the head of the Ombudsman’s Office specified: “We are also working with a pilot test that we finished two or three days ago in a school in Ciudad Evita, which is a program of awareness and care for the environment.”

“The high school kids did a series of works regarding wetlands and how to preserve them. According to the specificity of the orientation that they have in each one of the groups, some worked on the economic part, others on dissemination, others on the biological part. We gave them some prizes because they were very enthusiastic and they are going to be environmental defenders of their community,” she said.

To close, she assured that “next year we are going to take them to give courses, if we have enough money, to other schools” and that “all that if I am elected, in case I am not, we are going to give the program to whoever is elected because we think it is very important to work on that issue.”
